Establishes a manufacturing development program through the high technology development corporation to provide grants to Hawaii manufacturers for equipment purchases, employee training, energy efficiency improvements, or planning new manufacturing facilities.

Limits grants to no more than 20 percent of project costs, with a maximum of $100,000 per company per year.

Appropriates $2,000,000 from general revenues for fiscal year 2015-2016 to fund the grant program.

Requires the development corporation to review applications for economic viability and benefit to the State, and to submit biennial reports to the legislature detailing grant numbers, sectors served, and projected and actual economic and employment growth.

Effective July 1, 2015.
