Requires the Department of Agriculture to establish a statewide strategy and measurable goals to increase food security and self-sufficiency in Hawaii, which currently imports 92% of its food supply.

Directs the department to identify goals for increasing demand for locally grown foods through marketing campaigns, branding programs, consumer education, public institution purchasing, and farm food safety initiatives.

Directs the department to identify goals for increasing local food production through improvements to agricultural infrastructure, parks, irrigation systems, distribution networks, food hubs, and agricultural workforce development.

Appropriates unspecified sums to the Department of Agriculture and Department of Education for fiscal years 2015-2016 and 2016-2017 for promotional materials, branding programs, farmers market publicity, farm-to-school pilots, school gardens, food safety certifiers, infrastructure planning, and inspections.

Requires the Department of Agriculture to report findings, recommendations, proposed strategies, goals, and metrics to the legislature by twenty days before the 2016 regular session; effective July 1, 2050.
