Requires hotels charging service fees for porterage services (moving luggage and parcels between guest rooms and lobby/front desk areas) to either distribute those charges fully to employees or clearly disclose to customers that the charges fund other costs and expenses.

Expands existing Hawaii law that previously applied only to hotel and restaurant food and beverage service charges to now include hotel porterage service charges.

Defines "porterage" as the act of moving luggage, bags, or parcels between a guest room and a lobby, front desk, or any area with vehicular access at a hotel, hotel-condominium, or condominium-hotel.

Aims to ensure transparency so consumers can make informed decisions about whether to use porterage services and employees can make informed employment decisions based on whether service charges are retained as employee wages or tips.

Takes effect upon approval.
