Allows out-of-state attorneys licensed in other U.S. jurisdictions to provide legal services temporarily in Hawaii if they associate with or assist a Hawaii-licensed attorney or serve as in-house counsel to an organization.

Out-of-state attorneys handling litigated matters in Hawaii courts may appear pro hac vice, while those handling non-litigated matters must register with the Hawaii Supreme Court clerk.

Requires the Supreme Court clerk to maintain a public registry of out-of-state attorneys providing services in non-litigated matters, including their contact information, home jurisdictions, matter description, and associated Hawaii attorney details.

Clarifies that the law does not prohibit parties from preparing or using documents and forms in transactions without legal assistance.

Takes effect March 15, 2038.
