Repeals the provision that prohibited arbitration from resolving disputes over the amounts the State and counties contribute to the Hawaii employer-union health benefits trust fund (EUTF).

Allows EUTF contribution amounts to be decided through binding arbitration by the three-member arbitration panel, rather than requiring legislative action or strikes.

Modifies the selection process for the neutral third member of the arbitration panel by allowing the board to maintain and furnish a list of qualified arbitrators from the State, rather than exclusively requesting a list from the American Arbitration Association.

Makes grammatical and clarifying amendments to sections 89-9 and 89-11, Hawaii Revised Statutes, regarding collective bargaining procedures and language.

Takes effect March 15, 2038.
