Establishes a new chapter in Hawaii Revised Statutes defining and protecting rights of houseless individuals, defined as those lacking fixed nighttime residence or residing in shelters, institutions, or public spaces.

Guarantees houseless persons the right to engage in life-sustaining activities (eating, sleeping, standing, sitting) in public spaces without discrimination based on housing status.

Ensures houseless individuals receive equal treatment by state and county agencies, access to fair housing and employment, emergency medical care, voting rights, and protection of personal property and privacy.

Protects houseless persons' right to sleep in legally parked, registered, licensed, and insured automobiles and access 24-hour public hygiene facilities.

Takes effect January 7, 2059.
