Proposes a constitutional amendment to repeal the one-year minimum Hawaii residency requirement for officers appointed to principal departments under Article V, Section 6 of the Hawaii Constitution.

Removes the residency requirement that currently mandates appointed officers must have been residents of Hawaii for at least one year before their appointment.

Eliminates the exception that previously allowed the University of Hawaii president to bypass the residency requirement.

Requires voter approval through a ballot question asking whether the one-year residency requirement should be repealed.

Amendment takes effect upon compliance with Article XVII, Section 3 of the Hawaii Constitution (ratification procedures).
