Amends Act 326 (2012) by replacing "local contact" with "on-island agent" and requires transient accommodation operators to designate an agent residing on the same island as the property.

Defines "on-island agent" as either a licensed real estate broker/salesperson under chapter 467 or an unlicensed custodian/caretaker employed by the operator who can represent only one operator.

Requires associations (HOA, condo, cooperative) to provide relevant operator information to the Department of Taxation by December 31 annually or within 60 days of changes, with civil penalties of $75 multiplied by the number of association members for non-compliance.

Mandates that registration identification numbers and on-island agent contact information be displayed prominently in rental agreements, posted in the accommodation, and included in all online advertisements.

Repeals the December 31, 2015 sunset date, making Act 326 permanent, and makes the bill effective July 1, 2015.
