Expands the definition of "tobacco products" under Hawaii law to include any product containing nicotine (but not containing tobacco) that is intended for human consumption and has not been approved by the FDA for tobacco cessation or medical purposes.

Increases the annual license fee for wholesalers and dealers of cigarettes or tobacco products from $2.50 to an unspecified amount (to be determined).

Increases the annual retail tobacco permit fee for retailers engaged in the retail sale of cigarettes and tobacco products from $20 to an unspecified amount (to be determined).

Takes effect on July 1, 2030.
