Establishes the Hawaii maternal morbidity and mortality review panel within the department of health to conduct comprehensive multidisciplinary reviews of maternal deaths in the state.

Panel composition includes representatives from obstetrics and gynecology organizations, pediatrics, nursing, the medical examiner's office, and the department's maternal and child health branch.

Requires all healthcare providers and state and county agencies to report maternal morbidity and mortality events to the director and disclose relevant information upon request for review purposes.

Panel information is confidential with strict protections: individually identifiable information is redacted before sharing with panel members, statistical compilations without personal identifiers are public records, and information cannot be subpoenaed in civil or criminal proceedings except from other independent sources.

Director must submit annual reports to the legislature detailing maternal deaths, identifiable trends, and recommendations for system improvements including proposed legislation.
