Amends Hawaii Revised Statutes Section 302A-251 to require all public schools (excluding charter schools and multi-track schools) to maintain a school year of 180 days beginning with the 2015-2016 school year, excluding professional development days and other non-instructional days negotiated under chapter 89

Repeals previous requirements for specific student instructional hours (915 hours for elementary schools and 990 hours for secondary schools) that were scheduled to take effect in various school years

Eliminates the requirement for 1,080 student instructional hours for both elementary and secondary grades that was previously scheduled for the 2016-2018 school years

Repeals Section 4 of Act 167 (Session Laws of Hawaii 2010), which required a plan for implementing 190-day school years with 1,140 student instructional hours

Requires the Department of Education to submit progress reports to the legislature no later than 20 days before regular sessions in 2013, 2014, 2015, 2016, 2017, and 2018
