• Establishes a pilot project requiring the Department of Budget and Finance to work with one selected state department to develop and track efficiency measures for inclusion in future state budget documents.

• Defines "efficiency measure" as the costs within the lowest level of a program to produce a single unit of an activity or effectiveness measure.

• Requires the selected department to submit at least three proposed efficiency measures to the Director of Finance, who will review and approve measures (which may differ from proposals).

• Mandates reporting to the legislature by twenty days prior to the 2017 regular session, including actual efficiency levels for fiscal year 2015-2016, estimates through 2023, year-to-year percentage changes, narrative comments, and intended improvement actions.
