Requires the Department of Transportation to submit an annual report to the legislature by December 31st each year detailing compliance with complete streets policy, including transportation facilities initiated, exceptions made, performance standards, and recommendations for improvement.

Mandates the Department of Transportation establish and publish performance standards with measurable benchmarks reflecting safe and convenient travel capacity for all users on state roadways.

Extends complete streets policies to apply to new construction, reconstruction, repaving, operations, and maintenance activities on all highways, roads, streets, ways, and lanes in urban, suburban, and rural areas where appropriate.

Requires the Department of Transportation to create and publish a complete streets policy checklist for each project that becomes publicly accessible on the department's website within 60 days of completion.

Directs counties to consider complete streets policies when adopting or amending land use ordinances, including context-sensitive approaches, zoning flexibility, and community-specific factors.
