Appropriates $6,000,000 for fiscal years 2015-2016 and 2016-2017 to the Department of Land and Natural Resources for invasive species prevention, control, outreach, research, and planning projects coordinated through the Hawaii Invasive Species Council.

Appropriates $2,000,000 for fiscal years 2015-2016 and 2016-2017 to the Department of Agriculture to rapidly respond to, control, and eradicate invasive species infestations and prevent species movement between islands.

Directs the Legislative Reference Bureau to update its 2002 study "Filling the Gaps in the Fight Against Invasive Species" to include current economic costs, other impacts to Hawaii, and health and safety components.

Appropriates $100,000 for fiscal years 2015-2016 and 2016-2017 to cover contracting costs for the Legislative Reference Bureau study update.

Takes effect July 1, 2015; requires the updated study to be submitted to the legislature no later than twenty days before the 2017 regular legislative session.
