Prohibits approval of electronic device manufacturer recycling plans that exclusively provide mail-back options for collecting and recycling covered electronic devices sold in Hawaii.

Allows electronic device manufacturers of exclusively mobile devices to submit alternative recycling plans if their products are voluntarily accepted at no charge by at least fifty retail locations in the State.

Maintains existing requirement that manufacturers cannot charge fees at point of recycling when devices are brought to central locations, though reasonable transportation fees are permitted for manufacturer-initiated removal from owner premises.

Requires electronic device manufacturers to develop and implement recycling programs independently or in collaboration with other manufacturers, fully operational by January 1, 2010.

Takes effect January 1, 2016.
