Requires each electric utility in Hawaii to file a proposed community-based renewable energy tariff with the Public Utilities Commission by October 1, 2015.

Authorizes any person or entity to own or operate eligible community-based renewable energy projects in compliance with applicable statutes, rules, and regulations.

Establishes that a community-based renewable energy tariff must allow utility customers to participate in eligible renewable energy projects and receive bill credits for electricity provided to the utility.

Requires tariffs be designed to provide fair compensation for electricity and grid services while standardizing and streamlining interconnection processes for community-based renewable energy projects.

Expands renewable energy participation to residents and businesses unable to install onsite solar, including renters, occupants of shaded buildings, and others without direct grid access.
