Requires fuel distributors to submit annual reports to the energy resources coordinator within 30 days after each fiscal year detailing the amount and types of non-fossil fuels sold at wholesale or retail in Hawaii.

Mandates state and county entities purchasing new vehicles give priority to hydrogen or fuel cell vehicles at a specified percentage (percentage amount left blank in bill text) of annual fleet purchases.

Requires county finance directors to register and track hydrogen or fuel cell vehicles and retrofitted vehicles in vehicle registration records, and submit annual reports to the energy resources coordinator on these vehicle types.

Appropriates unspecified amounts from general revenues to counties for fiscal years 2015-2016 and 2016-2017 to offset costs of new local mandates imposed by this Act.

Takes effect July 1, 2015.
