Department of Agriculture shall develop an interisland and export database for tracking agricultural commodities, implement pest management programs in potted plants, cut flowers, fruits, nuts, and vegetables statewide, and coordinate quarantine treatments for high-risk commodities between islands.

Hawaii Invasive Species Council shall reduce invasive species infestations on conservation lands near Hilo harbor, Hilo International Airport, and agricultural areas in Hawaii County, and create buffer zones between conservation and agricultural lands.

Department of Agriculture shall establish a little fire ant pesticide treatment coupon pilot project providing free one-year supplies of recommended pesticides to individuals with verified little fire ant infestations in Hawaii County.

Department of Agriculture shall create and periodically update maps showing all little fire ant sites in Hawaii County using available data and verified reports, made available on the department's website.

Both agencies must submit annual reports to the legislature beginning 20 days before the 2016 regular session detailing expenditures, workforce allocation, effectiveness measures, and progress on all required activities; appropriations available from pest inspection fund, agricultural development fund, and general revenues.
