Authorizes the Procurement Policy Board to adopt administrative rules to address situations where fewer than three qualified persons are available for professional services procurement under Hawaii Revised Statutes section 103D-304.

Amends section 103D-304(g) to require the selection committee to rank all qualified persons when fewer than three are available and send the ranking to the chief procurement officer instead of the head of the purchasing agency.

Allows the Chief Procurement Officer to proceed with procurement according to rules adopted by the Procurement Policy Board when there are fewer than three qualified candidates.

Maintains existing requirements that selection committee rankings ensure equal distribution of contracts among persons with equivalent qualifications and that recommendations not be overturned without due cause.

Takes effect upon approval.
