Requires the office of planning to review the Hawaii State Planning Act (chapter 226, HRS) and make recommendations for updating it to address current state needs.

Directs the office of planning to analyze conflicts between the Hawaii State Planning Act, county plans, and state programs; review major state and county plans and projects; and identify emerging issues and opportunities confronting the State.

Mandates the office of planning submit a written report with findings, recommendations, and any proposed legislation to the legislature no later than 30 days before the 2017 regular session convenes.

Appropriates unspecified general revenue funds for fiscal years 2015-2016 and 2016-2017 to the office of planning for purposes of reviewing and proposing updates to the Hawaii State Planning Act.

Takes effect July 1, 2015.
