Appropriates funds for collective bargaining cost items and salary increases for bargaining units (3), (4), and (14) for fiscal years 2015-2016 and 2016-2017.

Part I authorizes $21.4 million and $42.7 million respectively for statewide collective bargaining costs, with $7.5 million and $14.7 million allocated to the Department of Education.

Part II appropriates $2.1 million and $3.8 million for judiciary administration costs under collective bargaining agreements.

Parts III-VIII provide additional appropriations for excluded state officers and employees who belong to the same compensation plans as bargaining unit members, plus health benefits trust fund costs.

Parts IX-XII appropriate funds for bargaining unit (14) salary increases and health benefits, with appropriations ranging from $35,975 to $2.2 million depending on fiscal year and fund source; all unexpended funds lapse on June 30 of each respective fiscal year.
