S.B. 1079 Summary

• Appropriates funds for collective bargaining cost items for Bargaining Units (3), (4), and (14) for fiscal biennium 2015-2017, including salary increases and wage-related costs negotiated between the State and bargaining representatives.

• Allocates $17,302,969 in FY 2015-2016 and $34,049,363 in FY 2016-2017 from general funds for statewide collective bargaining costs, with additional funding from special funds, federal funds, bonds, and other sources.

• Appropriates $2,026,916 in FY 2015-2016 and $3,823,181 in FY 2016-2017 to the judiciary for collective bargaining cost items related to units (3) and (4).

• Provides funding for non-bargaining unit state officers and employees excluded from collective bargaining who belong to the same compensation plans as those in units (3), (4), and (14), including salary adjustments authorized under chapter 89C, Hawaii Revised Statutes.

• Appropriates funds for health premium payments through the Hawaii employer union health benefits trust fund for both bargaining unit members and excluded employees across multiple fiscal years.
