Appropriates $39,957,331 in General Funds for FY 2015-2016 and $13,439,659 for FY 2016-2017 to fund collective bargaining unit (5) salary increases and wage-related costs negotiated in a supplemental agreement.

Allocates additional federal funds ($1,017,457 and $342,046), trust funds ($32,006 and $9,574), and interdepartmental transfers ($7,120 and $2,513) for the same biennium for unit (5) collective bargaining costs.

Provides appropriations for salary increases and cost adjustments for excluded state officers and employees in the same compensation plans as unit (5), totaling $1,246,377 (General Funds FY 2015-2016) and $466,043 (FY 2016-2017).

Appropriates $1,098,699 in General Funds for FY 2015-2016 and $573,130 for FY 2016-2017 for Hawaii employer union health benefits trust fund costs negotiated with unit (5).

Directs the director of finance to allot funds to appropriate state departments and requires any unencumbered funds to lapse on June 30 of each fiscal year; effective July 1, 2015.
