Appropriates $699,889 for FY 2015-2016 and $1,288,485 for FY 2016-2017 from general funds to health premium payments for collective bargaining unit (8) employees.

Appropriates $220,555 for FY 2015-2016 and $404,741 for FY 2016-2017 from general funds for health premium benefits for state officers and employees excluded from collective bargaining who belong to the same compensation plans as unit (8) employees.

Requires the director of finance to allot appropriated funds to appropriate state departments for expenditure in respective fiscal years.

Directs that cost adjustments for employees whose compensation is paid from federal, special, or other funds shall be paid proportionately from those respective funds.

Provides that any unexpended or unencumbered funds as of June 30, 2016, and June 30, 2017, shall lapse.
