Creates two different formulas for crediting unused sick leave based on membership date: one for employees who joined before July 1, 2015, and a separate formula for those who join after June 30, 2015.

For pre-July 1, 2015 members: 60 days of unused sick leave adds 3 months of service credit, with each additional 20 days (or major fraction) adding 1 month.

For post-June 30, 2015 members: 120 days of unused sick leave adds 3 months of service credit, with each additional 40 days (or major fraction) adding 1 month.

Allows retirement allowances computed under this section to exceed limitations in section 88-74 without reduction.

Takes effect January 7, 2059.
