Changes the Employees' Retirement System's authority from discretionary ("may") to mandatory ("shall") to require State and county departments to furnish payroll and personnel information in specified formats.

Requires departments to indicate changes or errors in payments that need correcting or updating when providing payroll information to the system.

Imposes financial penalties on State or county agencies that fail to provide required information in the correct format, requiring payment of employer contributions for that department within one year, plus interest at the investment yield rate.

Allows departments 180 days to update their systems when the Employees' Retirement System changes the required information format.

Requires the Employees' Retirement System to submit annual reports to the legislature and department of budget and finance detailing non-compliant agencies and penalty amounts, with initial reports due by July 1, 2020.
