Creates a new statutory section establishing the state librarian's duties to collect, acquire, catalog, and maintain library materials and services throughout Hawaii.

Removes from the board of education's statutory duties the responsibilities for acquiring books, arranging collections, managing library operations, and maintaining branch libraries, which are now assigned to the state librarian.

Updates references throughout Chapter 312 to replace "board of education" with "state librarian" regarding fee-setting authority, annual reporting requirements, and administration of the library fee for enhanced services special fund.

Modernizes language regarding library materials by replacing "machine-readable" with "digital or electronic" formats for reference materials and research databases.

Clarifies that special fund moneys for library donations shall be appropriated for use by the Hawaii state public library system rather than the board of education.
