Extends the civil service exemption for persons hired or contracted by the Hawaii Public Housing Authority to perform repair, maintenance, or capital improvement work on vacant housing units, removing the June 30, 2015 expiration date.

Repeals Section 3 of Act 159, Session Laws of Hawaii 2012, which previously outlined procedures for terminating or retaining employees hired under the temporary exemption upon its expiration.

Amends Act 159, Session Laws of Hawaii 2012, by removing language that would have automatically repealed the housing authority exemption and reinstated prior civil service requirements on July 1, 2015.

Maintains the existing 26 percent cap on tenant hire program employees as a portion of the housing authority's workforce in any housing project, except during the exemption period.

Takes effect July 1, 2115 (note: this date appears to be a scrivener's error in the bill text).
