Replaces references to "QUEST" and "QUEST Expanded Access" programs throughout Hawaii Revised Statutes with the term "medicaid managed care" or "medicaid managed care program" to reflect the January 1, 2015 consolidation of these programs into QUEST Integration.

Amends nine sections of Hawaii law (103F-402, 346-41.5, 346-53.64, 346-59.4, 346-59.9, 346-352, and 461-10.5) to update terminology related to medicaid managed care delivery systems.

Authorizes all medicaid managed care health plans to subject prescription drugs for HIV/AIDS, hepatitis C, and transplant immunosuppressives to prior authorization procedures, reversing a previous exemption.

Clarifies that remote dispensing pharmacies may provide medications to patients covered by medicaid managed care programs, patients at health maintenance organizations, and patients in remote areas without nearby pharmacies.

Takes effect upon approval.
