Appropriates $2,514,822 from general revenues for fiscal year 2014-2015 to the Department of Human Services for general assistance payments.

Addresses a critical funding emergency in the general assistance block grant program, which will expend all appropriated funds before the end of the fiscal year.

Prevents reduction of the current maximum $348 per month general assistance payment benefit to approximately 5,752 disabled recipients.

Current assistance grant is based on 37.1 percent of the 2006 federal poverty level and is insufficient to cover living expenses for individuals with no other means of support.

Takes effect upon approval and is recommended by the governor for immediate passage as an emergency measure.
