Authorizes the Hawaii Department of Health director to transfer up to 33% of annual federal capitalization grants between the drinking water treatment revolving loan fund and the water pollution control revolving fund.

Requires the attorney general to certify annually that state law permits such transfers and mandates the director amend operating agreements to document transfer methods.

Prohibits using transferred funds to acquire state matching funds or to secure or repay state match bonds.

Allows the director to reserve fund amounts for future year transfers as permitted under federal law and enables net-basis transfers between the two funds while respecting the 33% transfer cap.

Takes effect July 1, 2015.
