Amends Hawaii Revised Statutes Section 103-50(h) to clarify which construction projects require review by the Disabilities and Communication Access Board for Americans with Disabilities Act (ADA) compliance.

Specifies that projects on state or county lands are subject to accessibility review only if they are places of public accommodation or commercial facilities under ADA title 28 Code of Federal Regulations part 36.

Excludes infrastructure projects with significant work to accessible elements and spaces from the definition of "infrastructure projects" requiring review.

Maintains accessibility requirements for buildings housing state or county programs intended for public access, and for facilities constructed on lands that will be transferred to the State or a county.

Takes effect upon approval.
