Amends Section 704-406 to require county police departments to provide copies of police reports to the Hawaii Department of Health director and defendants when defendants are committed for fitness evaluations, excluding expunged records, juvenile records, and National Crime Information Center data.

Requires police reports to be sanitized to prevent identification of confidential informants and individuals of investigatory interest before disclosure.

Amends Section 704-411 to require copies of court examination reports filed under Section 704-404 to be attached to orders of commitment or conditional release for defendants acquitted on grounds of mental illness or defect.

Establishes consistency between statutes governing fitness-to-proceed and acquit-and-commit proceedings regarding what documentation Hawaii State Hospital receives upon receiving patients.

Specifies that police records shall not be re-disclosed except as permitted by law.
