Amends section 104-22 to require the department to withhold complainant names from employers unless the complainant gives prior permission to release their identity.

Establishes a $10,000 penalty per project for contractor interference or delay with department investigations, plus $1,000 per project per day for continued non-cooperation.

Amends section 104-28 to impose a three-year statute of limitations for filing written wage or overtime compensation claims, effective from the date payment was due.

Limits the director's investigation scope to the three-year period preceding the filing of a written wage claim request.

Takes effect January 7, 2059.
