Amends Section 200-10, Hawaii Revised Statutes to clarify requirements for obtaining small boat harbor use permits and permit renewals.

Allows vessel inspections conducted by the Department of Land and Natural Resources (DLNR) to satisfy permit requirements, in addition to marine surveyor inspections.

Requires that vessel inspections be no more than two years old and certify the vessel fulfills department requirements.

Clarifies that applicants must provide proof of age eighteen prior to obtaining a permit or being placed on a permit waitlist.

Takes effect upon approval.
