Increases reimbursement rates for forest stewardship program participants from 50% to 75% for developing approved management plans and maintains 50% reimbursement for implementing approved management plans.

Expands program eligibility to include long-term leaseholders of privately managed forests, in addition to private landowners.

Requires program applicants to enter into a written "program implementation agreement" with the Board of Land and Natural Resources upon approval of their forest stewardship management plan.

Modifies statutory language throughout to clarify that the program serves "landowners of privately managed forests" rather than only "private landowners," broadening the scope of eligible participants.

Takes effect July 1, 2050.
