Authorizes the Board of Land and Natural Resources to suspend, revoke, or deny licenses and permits for failure to comply with final board orders under title 12 or chapters 6D and 6E.

Empowers the board to direct county motor vehicle authorities to deny vehicle registration applications when owners fail to pay fines from final board decisions, subject to adoption of administrative rules identifying violation types and procedures.

Adds new enforcement powers to the board's statutory authority in chapter 171-6, including license suspension/revocation (paragraph 20) and motor vehicle registration denial authority (paragraph 21).

Expands administrative penalty authority in chapter 171-6.4 to cover violations of title 12, chapter 6D, and 6E, not just the land and natural resources chapter.

Takes effect upon approval and does not affect rights, penalties, or proceedings that occurred before the act's effective date.
