Authorizes the lieutenant governor to adopt rules pursuant to chapter 91 regarding the appointment, duties, and fraud prevention measures for commissioners of deeds.

Establishes application and issuance fees ranging from $10 to $60 for commissioner of deeds commissions, renewals, restorations, and reinstatements, with fees adjustable by rule.

Authorizes the lieutenant governor to impose administrative fines ranging from $20 to $500 for violations including failure to maintain an official seal, improper authentication of documents, failure to maintain records, and failure to notify of seal or record book loss or theft.

Creates a commissioner of deeds revolving fund to receive fees, administrative fines, and legislative appropriations, to be used by the lieutenant governor's office for personnel, equipment, training, and administrative costs.

Increases the required surety bond for commissioners of deeds from $1,000 to $10,000 and clarifies that commissioners may perform duties in international waters and U.S. territorial seas.
