Reduces the public hearing notice period for liquor license applications in counties with a population of 500,000 or more from 45 days to 30 days after the first public notice.

Reduces the advance mailing period for notices to property owners, residents, and businesses in high-population counties from 45 days to 30 days prior to the hearing date.

Maintains the 45-day notice requirement for all other counties with populations under 500,000.

Applies the reduced timeline only to counties meeting the 500,000 population threshold and does not apply to certain license classes (2, 4, 12, and 15).
