Extends the Starlight Reserve Advisory Committee's termination date from June 30, 2015 to June 30, 2021.

Changes the Office of Hawaiian Affairs' representative on the committee from the chairperson to the administrator.

Requires the Department of Business, Economic Development, and Tourism to submit reports to the legislature prior to the regular sessions of 2017 and 2019 (instead of a single final report in 2010).

Removes the phrase "the department of" from the reference to the Department of Business, Economic Development, and Tourism in the committee membership section.
