Establishes the Pacific International Space Center for Exploration Systems Special Fund in the state treasury to support aerospace investment and public-private sector collaboration.

Fund receives revenues from services, rentals, publications, royalties, patents, gifts, donations, grants, and revenue bonds issued by the director of finance.

Moneys in the fund shall be used for operation, maintenance, and management of PISCES' projects, facilities, services, and publications, and for design and construction of new facilities or renovations.

Excess moneys remaining in the fund at the end of each fiscal year, as determined by the director of finance, shall lapse to the state general fund.

Effective date: July 1, 2015.
