Establishes the Hawaiian Islands Humpback Whale National Marine Sanctuary program within the Department of Land and Natural Resources to coordinate the State's co-management role under federal law.

Establishes the Papahanaumokuakea Marine National Monument program within DLNR to coordinate the State's co-management responsibilities under Presidential Proclamation 8031.

Creates the co-managed marine area special fund to receive administrative fees, penalties, permit fees, federal funds, and legislative appropriations for program administration and staff hiring.

Authorizes both programs to issue permits, adopt administrative rules, charge fees, and impose administrative penalties ranging from $250 (first offense) to $1,000 (subsequent offenses) for violations.

Appropriates $135,000 for fiscal year 2015-2016 and $67,500 for fiscal year 2016-2017 from general revenues, plus $102,600 for fiscal year 2016-2017 from the special fund, to hire state co-managers for both marine programs.
