Establishes a glass advance disposal fee working group within the department of health to review December 2014 audit and study findings on the glass advance disposal fee program and non-deposit glass alternatives.

Working group membership includes the health director, state solid waste management coordinator, one representative from each of the four counties' glass collection programs, one food and beverage industry representative, and one representative each with non-deposit glass importation and glass recycling experience.

Working group shall examine fee increase feasibility, determine whether the fee is intended to fully fund or supplement county glass collection programs, assess whether goals for non-deposit glass collection and recycling are achieved, and develop solutions to identified problem areas.

Working group must submit written findings, recommendations, and any proposed legislation to the legislature no later than twenty days prior to the 2016 regular session convening.

Working group members serve without compensation but receive reimbursement for necessary expenses and travel; the working group dissolves on June 30, 2016.
