Prohibits selling plastic products labeled as "biodegradable," "degradable," or "decomposable" or implying such products will break down in landfills or other environments.

Requires the Department of Health to adopt the most recent ASTM International standard D6400 for "Compostable Plastics" to establish standards for products labeled as compostable.

Allows sale of plastic products labeled "compostable" only if they meet the adopted standard specification and are clearly labeled with a certification logo, colored green, labeled "compostable" on both sides, and not marked with a recycling symbol.

Establishes fines of $500 for first violation, $1,000 for second violation, and $2,000 for third and subsequent violations.

Takes effect January 1, 2016.
