Requires the Department of Health and Hawaii State Hospital to consider 15 specific recommendations from the Senate Special Investigative Committee on the Hawaii State Hospital, which investigated workplace safety and administrative matters.

Mandates three categories of improvements: (1) maintaining safe work environments through standardized assault reporting, violence training, and forensic patient handling programs; (2) efficiently using facilities through patient classification systems, Unit H designation, forensic accreditation, patient transfers, facility renovations, perimeter fencing, and elopement alert procedures; and (3) improving human resources through streamlined hiring, temporary worker policies, overtime procedures, and stronger complaint and disciplinary policies.

Requires a written status report to the legislature no later than 20 days before the 2016 regular session and a final report no later than 20 days before the 2017 regular session detailing implementation efforts, recommendations, proposed legislation, and any impediments encountered.

Takes effect on July 1, 2015.
