Appropriates $113,663 from the works of art special fund for fiscal year 2015-2016 and $227,325 for fiscal year 2016-2017 to establish four full-time equivalent positions (4.0 FTE) with the Hawaii State Foundation on Culture and the Arts.

Addresses findings from State Auditor Report No. 14-11, which identified the need for improved management and adequate staffing to ensure accountability, accessibility, and protection of foundation resources.

Foundation manages approximately $3,000,000 per year in works of art special fund revenues and maintains a collection of nearly 6,300 pieces of artwork.

Funds to be expended by the department of accounting and general services for the purposes of establishing the new positions.

Takes effect on July 1, 2015.
