Creates a new chapter in Hawaii Revised Statutes establishing the legal framework for metropolitan planning organizations (MPOs) to comply with federal transportation planning requirements under 23 U.S.C. sections 134-135 and 49 U.S.C. sections 5303-5304.

Establishes the Oahu Transportation Management Area Metropolitan Planning Organization revolving fund with deposits from member dues, federal funds, appropriations, and other revenues, to be administered by the Department of Transportation.

Requires MPO policy boards to appoint a full-time, independent executive director and authorize employment of staff exempt from civil service requirements but eligible for state employee benefits.

Repeals Chapter 279E, HRS and transfers any remaining balance from the previous Oahu MPO revolving fund to the new Oahu Transportation Management Area MPO revolving fund.

Appropriates $500,000 from the state highway fund for fiscal year 2015-2016 to the Oahu transportation management area metropolitan planning organization revolving fund.
