Director of public safety must contract within 90 days with a certified correctional design professional for planning and preliminary design of a 1,000-1,200 bed priority correctional treatment facility that may include a reentry facility, jail, or prison.

Facility shall be a secure correctional facility designed and operated by the State to provide intensive in-house rehabilitation programs for chemical dependency, substance abuse, and mental health treatment.

Director must submit a progress report to the legislature by February 1, 2016 including preliminary design, projected costs, suitable sites (including Halawa correctional facility), financing proposals, and any required implementing legislation.

Legislature appropriates unspecified general revenue funds for fiscal years 2015-2016 and 2016-2017 for the Department of Public Safety to conduct planning and design work.

Act takes effect July 1, 2015 and does not prohibit the governor from developing other in-state correctional facilities under existing law.
