Updates the date for mandatory policy renewals by Hawaii Property Insurance Association (HPIA) member insurers from June 18, 1991 to January 1, 2014 for properties in designated areas.

Prohibits member insurers from refusing to renew policies based solely on a pending natural disaster as their underwriting criterion.

Requires continued coverage under existing HPIA policies when property ownership transfers, with coverage remaining in force until the next renewal date if premiums are paid.

Applies to all properties situated in the area designated by the insurance commissioner under section 431:21-107.
