Establishes a separate line item in the budget of the Department of Business, Economic Development, and Tourism specifically for the small business regulatory review board.

Finds that the small business regulatory review board currently lacks sufficient financial and administrative support necessary to accomplish its mission.

Clarifies the board's authority to review proposed new or amended rules, consider requests from small business owners regarding existing rules, and make recommendations to state agencies or the legislature.

Authorizes the board to make recommendations to county councils or mayors regarding county ordinances upon request.

Takes effect upon approval.
